Cutting Social Security and Medicare benefits

Instead of talking about cutting Social Security and Medicare benefits, why doesn't Congress start talking about cutting the costs of the absurd overkill of the Military/Industrial/Security complex?    NSA seems to have too much time and money on their hands for one thing.   We don't currently seem to have any real "enemies" in the form of actual countries, the "enemy" seems to be confined to small bands of religious fanatics who engage in random violence.    As for myself, I understand the changes of being killed by a terrorist are approximately 20,000,000 to one.   I would rather assume this "risk" than have the country go bankrupt trying to prevent events that are virtually impossible to prevent (Boston bombing).    We need to redirect our spending from the military budget, the intelligence budget, and the NSA budget.
